Port, City
One of the main ports amongst The Jewel Islands. An independant City State with a reputation for harbouring, and sponsoring, pirates.
Though the military might provided by both it's standing navy and these free-lance sailors, means none in the region have felt powerful enough to challenge its actions in recent times.
Ruled by a series of Princes, many of whom have been taken from the ranks of independant merchant-men or the pirates themselves, the current incumbant, Prince Hakkar, enjoys popular support, as taxes are low, supported by the incomes of the ships that dock at the port.
Traders that make port (within the sight of the city's towers) are guarrenteed safe passage to and from the city's waters, but making port is the trick of it.
